Islamabad’s administration amended its earlier order and set new closing times for shops, markets and malls while extending gym and club hours until 10pm.
The deputy commissioner’s notification said most shops and shopping centres must close at 8pm throughout the week, but pharmacies, medical stores, laboratories and hospitals are exempt. Petrol pumps, CNG stations and milk or dairy shops also remain open beyond the cutoff.
Meanwhile, hotels, restaurants, tandoors, grocery and kiryana stores, meat and fruit shops, bakeries and vendors will close at 10pm, though takeaway and home delivery services may continue without restriction. The order also applies a 10pm limit to marriage halls, marquees and other venues hosting events, including those held at private residences. The rules took effect on April 25 and will remain until further notice.
At the same time, provincial governments adjusted their own policies in response to traders’ concerns about austerity measures. Sindh lifted restrictions on business hours, allowing markets and bazaars in Karachi, Mirpur Khas, Sukkur, Hyderabad and Larkana to operate as usual. The provincial information minister said the move supports traders and industry and aims to protect the economy while considering ground realities.
Similarly, Punjab granted temporary relief by exempting shops, malls, hotels and restaurants from the 8pm closure rule until June 1. Officials said the decision responds to protests from traders and appeals by business groups, giving businesses time to adapt.
As a result, business communities across provinces now face different rules: stricter timings in Islamabad, relaxed hours in Sindh, and temporary exemptions in Punjab. Observers say clear communication and consistent enforcement will be crucial to avoid confusion and ensure both economic activity and the intended energy-saving measures succeed.
