Govt discusses shifting BISP responsibilities to provinces

The federal government is considering transferring the Benazir Income Support Programme (BISP) to provincial governments, following discussions linked to the 18th Constitutional Amendment, according to Minister of State for Religious Affairs and Interfaith Harmony Kheal Das Kohistani.

Minister Kohistani assured reporters the program continues serving over 10 million poor families, especially women, as the nation’s largest poverty alleviation effort launched in 2008. The minister explained officials currently examine BISP’s administrative structure only. Debate about transferring the program to provinces surfaced after 18th Amendment shifted many federal responsibilities.

Some provinces actually support placing BISP under their control. Kohistani stressed federal authorities will consult coalition partners before any final decision. The clarification comes amid IMF discussions linking electricity subsidies to BISP data for better targeting. Pakistan recently gave written assurances about replacing broad subsidies with focused support mechanisms.

Transferring spending responsibilities to provinces also arose during last December’s National Finance Commission meeting. Sindh and Khyber Pakhtunkhwa strongly opposed federal proposals to shift BISP, Higher Education Commission, and development projects to provincial budgets. Federal officials argued rising NFC transfers combined with continuing central spending create fiscal deficits.

They face pressure managing borrowing requirements while provinces receive larger shares. Provinces rejected assumption of these major financial responsibilities. BISP provides critical cash assistance to vulnerable families across Pakistan. Poor households depend on regular payments for food, healthcare, and children’s education.

Women receive direct transfers empowering them economically within families. The program’s continuation reassures millions relying on support. Government balances fiscal reforms with social welfare commitments carefully. IMF conditions push for efficient targeting while protecting deserving beneficiaries from exclusion.

Provinces and center continue tense financial negotiations. Each side protects interests while serving citizens. BISP survives as symbol of commitment to poor despite budget pressures and structural debates. Millions breathe relief knowing their support continues uninterrupted. The program proves essential safety net during economic challenges. Government maintains balance between international obligations and domestic welfare priorities successfully.
