Govt discusses shifting BISP responsibilities to provinces

The federal government is considering transferring the Benazir Income Support Programme (BISP) to provincial governments, following discussions linked to the 18th Constitutional Amendment, according to Minister of State for Religious Affairs and Interfaith Harmony Kheal Das Kohistani.

Minister Kohistani assured reporters the program continues serving over 10 million poor families, especially women, as the nation’s largest poverty alleviation effort launched in 2008. The minister explained officials currently examine BISP’s administrative structure only. Debate about transferring the program to provinces surfaced after 18th Amendment shifted many federal responsibilities.

Some provinces actually support placing BISP under their control. Kohistani stressed federal authorities will consult coalition partners before any final decision. The clarification comes amid IMF discussions linking electricity subsidies to BISP data for better targeting.
