TOKYO – In a significant development, the authorities in Japan have announced plans to expand the eligibility criteria for foreign students to receive scholarships, commencing in April.
The Ministry of Education, Culture, Sports, Sciences, and Technology in Japan estimates that approximately 500 to 1,000 new students will now be eligible to receive scholarships, which may be granted in the form of either grants or loans.
Under the new guidelines, the ministry is set to include in the target students who are living in the country with their parents under a “dependent” visa if they have completed education through elementary, junior high and high school level in Japan and are willing to work and stay in the country after graduating from university.
Until now, scholarships administered by the Japan Student Services Organization were exclusively available to Japanese citizens and foreign nationals holding special permanent resident, permanent resident, or long-term resident visas, who intended to settle in Japan permanently.
The change comes as lawmakers affiliated with Japan’s ruling party, the Liberal Democratic Party, had urged the government to expand academic support for foreign children. This initiative aligns with efforts to attract foreign workers, especially as Japan faces population decline challenges.
According to data from the Japanese Ministry of Manpower, the number of foreign workers in Japan reached about 2,048,675 people by the end of October 2023, marking a notable increase of 12.4 percent from the previous year.
Notably, the number of foreign workers entering Japan under a “dependent” visa also saw a notable rise, reaching about 244,890 as of the end of June 2023, reflecting a 7.5 percent increase from the previous year, according to data from the Immigration Services Agency of Japan. These statistics imply the growing demand for foreign labor in Japan’s workforce and the importance of initiatives like the expanded scholarship program to support their integration and development within the country.
