KUALA LUMPUR – The Immigration Department in Malaysia has released information about its plan to liberalize visas, with the goal to attract foreign tourists and gather additional revenue.
The visa liberalization plan, effective from December 1, 2023, to December 31, 2026, introduces several measures elaborated below.
Visa waiver for Chinese and Indian nationals
Citizens of China and India enjoy a visa exemption from December 1, 2023, to December 31, 2024, allowing a visa-free stay of up to 30 days. No extension is permitted, and pre-December 1, 2023, visa approvals are accepted, but fees are non-refundable.
Multiple Entry Visa (MEV) Facility
The visa validity period is extended to six months from issuance, allowing each entry a 30-day stay.
Extension of the visa validity period
All visa types, including Visa with Reference (VDR) and Visa Without Reference (VTR), have their entry validity extended to six months from issuance. Long-term pass applicants must arrive within six months of pass approval.
Extension of Social Visit Pass (SVP) Stay Period
SVP duration is increased from 14 to 30 days for 22 specified countries as part of the plan announced. Moreover, no extension beyond the 30-day SVP is allowed.
New Graduate Pass
A new Graduate Social Visit Pass (GSVP) is introduced for international students from 23 countries who completed or are completing a degree in Malaysia. Valid for 12 months, it includes a Multiple Entry Visa (MEV) for tourism, study, and work in certain sectors. Dependents are also eligible for the pass with proof of a personal bond from a Malaysian sponsor earning at least RM 1500.
Umrah Transit Visa
A new Umrah transit visa, with a 7-day Social Visit Pass (SVP), is available for nationals of 32 countries visiting Malaysia for social reasons before or after performing Umrah.
Furthermore, the Malaysian government requires all foreign nationals to acquire a Malaysia Digital Arrival Card before arrival. It is mandatory to apply online at least three days in advance. Exceptions include individuals transiting through Singapore without immigration clearance, permanent residents, and automated clearance system holders.
