The federal government has introduced new civil service conduct rules, replacing the 1964 framework with stricter provisions on asset disclosure, conflicts of interest, social media use and financial accountability.
Under the new rules, officers in grade 17 and above must submit digital asset declarations by October 30 each year. Authorities will publish these asset summaries publicly, while keeping sensitive personal details confidential. The Federal Board of Revenue will review the submissions.
For the first time, civil servants must disclose cryptocurrencies, overseas bank accounts, shares, securities, insurance policies and jewellery valued at Rs 5 million or more. In addition, the rules set a detailed conflict-of-interest framework requiring officials to report personal and family interests that might influence government decisions. Failure to disclose such interests may trigger disciplinary action.
Moreover, the rules restrict social media and online work. Government employees cannot run websites, podcasts, blogs or YouTube channels without prior permission, and they may not advertise government services or projects on personal platforms. Gift and hospitality rules are also stricter: public servants and their families cannot accept presents from unrelated individuals, companies or foreign representatives, except as allowed under Tosha Khana regulations.
Further, employees must obtain permission before working in the private sector during extraordinary leave. After returning to service, they must avoid official matters related to their former private employer for three years. Finally, the government warned that breaches will amount to misconduct and invite departmental proceedings. Officials said the reforms aim to boost transparency, strengthen public trust and align conduct rules with modern financial and digital realities.
