The UAE’s Ministry of Human Resources and Emiratisation (MOHRE) has implemented an easier process for employers to recruit workers from abroad.

The UAE Ministry of Human Resources and Emiratisation (MOHRE) has introduced a streamlined process for issuing new work permits, which applies to both skilled and unskilled workers. Only employers can initiate this process.

As per the ministry’s latest update shared on social media, there are four main steps to get a new work permit. Employers must first log in using UAE Pass or their digital ID, apply through the official service channels, and upload all required documents. If the application is complete, it will be approved electronically and sent to the Ministry. Incomplete submissions will receive a correction request.

After approval, employers must pay the federal fees, provide either a bank guarantee or insurance, and attach a signed job offer letter.

For skilled labour, the ministry will confirm educational qualifications via the Ministry of Higher Education. This step usually takes two weeks. Required documents include a passport copy, a coloured photo, and an attested educational certificate if needed.

MOHRE has classified jobs into nine skill levels. Employees under skill levels 1 to 5 must have educational documents. To be considered skilled labour, the worker must also earn a minimum salary of AED 4000 per month.

Certain professions such as doctors, teachers, lawyers, and sports trainers need a licence from the relevant UAE authority. Additionally, applicants from Pakistan, Afghanistan, Iraq, and Iran must provide valid national ID cards with clear images of both sides.

Employers must have a valid trade license, no legal violations, and an active quota to hire foreign workers. Workers must be at least 18 years old and not already hold a UAE work permit. The updated system is designed to ensure transparency and compliance in the UAE labour market.
