In a recent statement, the Chairman of the Pakistan Telecommunication Authority (PTA), Major General (retd) Hafeez-ur-Rehman, confirmed that the authority operates a firewall system.
This disclosure came during a meeting of the Standing Committee on Information Technology, chaired by Syed Amin ul Haque, where the Chairman clarified the role of PTA in implementing the firewall as per government directives.
Government Orders and PTA’s Compliance
The Chairman explained that the firewall is being implemented under the federal government’s instructions. “The federal government has ordered the installation of the firewall, and PTA is simply executing those orders,” said Major General Hafeez-ur-Rehman. He further mentioned that while the PTA is responsible for the execution, the federal government can only provide a complete explanation regarding the firewall, emphasizing that the policy decisions are beyond the PTA’s purview.
Standing Committee’s Concerns and Queries
During the meeting, various members of the Standing Committee, particularly Arbab Alamgir, raised concerns about the lack of transparency regarding the firewall’s scope. Arbab Alamgir questioned the necessity of creating ambiguity around the firewall, which has caused significant confusion and losses. He also pointed out contradictions between the statements of PTA officials and other government representatives, calling for clarity.
PECA Act and PTA’s Authority Over Social Media
Chairman PTA also addressed the committee’s concerns regarding social media management. He stated that under the Prevention of Electronic Crimes Act (PECA), the PTA has the authority to manage social media content, including removing or blocking inappropriate materials. Major General Hafeez-ur-Rehman emphasized that PTA’s responsibilities are clearly defined under the PECA Act, and their actions are in accordance with the law.
Ambiguities Surrounding the Firewall
Arbab Alamgir further inquired about the specific details of the firewall, questioning its scope and the sectors it affects. He noted that while the firewall is related to telecommunications, it has also impacted platforms outside the telecom sector. This, he argued, adds to the confusion and underscores the need for clearer communication from both PTA and the federal government.
