France tightens student visa regulations and here’s what it means for foreigners

PARIS – The authorities in France have approved a law that introduces changes impacting international students, including the addition of a new ‘fee’ for students.

The updated edition of the bill approved by the parliament, featuring stricter measures for foreigners in France, mandates a deposit for individuals seeking a student visa.

The exact sum of this deposit remains unspecified but it is designed to address any “unexpected costs” that may arise during the student’s stay.

The reimbursement of the deposit is contingent upon the expiration of the student residency permit, its renewal, or the acquisition of a new French residency permit bearing a different title or status.

It is crucial to note that the deposited amount will be permanently withheld under circumstances where the student is found to have deliberatively avoided compliance with a removal order.

The new law, as reported by Le Parisien, will require students from non-EU countries to pay higher tuition fees. It also states that students holding multi-year residency permits must annually prove enrollment in a ‘real and serious’ study program.

While the immigration law creates obstacles for immigrants to access certain benefits like housing aid, international students are an exception and can still receive housing benefits with their student visa.

Moreover, the bill toughens rules for immigrants bringing family members to France. It extends the residency requirement from 18 to 24 months and raises the age for unmarried partners from 18 to 21. This measure aligns with a broader global trend, as the UK recently implemented a ban on international students bringing dependent, starting from January 1. Australia also recently introduced a visibly anti-immigration bill.

It’s important to note that the immigration law is awaiting approval from France’s constitutional council, where certain aspects may be subject to changes or removal during the process.
