The federal government plans to introduce a major reform to support middle-class and low-income individuals planning to perform Hajj next year.
The authorities concerned have proposed a measure to the federal cabinet, seeking approval for a payment option that would let pilgrims cover their Hajj expenses in three installments instead of a single upfront payment.
The Ministry of Religious Affairs is anticipated to approve the government’s larger Hajj program, which includes this option for monthly payments.
Potential pilgrims will be able to pay Rs1.1 million in three installments under the new arrangement.
Hajj 2025 instalment plan breakdown
A Rs200,000 application deposit will be needed at first. Pilgrims will pay an extra Rs400,000 after being chosen through a lucky draw, with the remaining amount owing prior to departure.
According to Ministry of Religious Affairs officials, the goal of this installment plan is to make the Hajj more affordable for lower- and middle-income people by easing the financial burden they frequently experience.
The Hajj Policy 2025, which was approved by the federal cabinet last month, estimates that government-sponsored Hajj packages will cost between Rs1.75 million and Rs11.75 million. According to the policy, the government and private travel operators would each receive 89,605 spots out of a quota of 179,000 pilgrims from Pakistan.
Additionally, special quotas are set aside for low-income employees and hardship cases who are enrolled with the Employees’ Old-Age Benefits Institution (EOBI).
In 2025, pilgrims have the option of traveling for a shorter period of 20 to 25 days or for a longer period of 38 to 42 days.
Furthermore, the pilgrimage will no longer be open to minors under the age of twelve due to new regulations.
