All five foreign consultants qualified in their technical bids to provide consulting services to the Pakistani government for the 5G spectrum auction and the release of IMT spectrum, aiming to enhance Next Generation Mobile Broadband Services in the nation.
Official sources revealed that on October 3, 2024, the five corporations’ financial bids will be opened. The government intends to conclude the sale of 5G spectrum by April 2025 at the latest.
Aetha Consulting Limited, Detecon Consulting FZ-LLC, Frontier Economics Limited, KomKonsult (Private) Limited, and National Economic Research Associates Inc. were the five foreign consultants/firms that had filed their technical and financial proposals.
Following the guidelines set forth by the Public Procurement Regulatory Authority (PPRA), the Pakistan Telecommunication Authority (PTA) conducted a thorough assessment of the technical.
The PTA has identified ten foreign consultancies, joint ventures, or businesses that have submitted expressions of interest (EOI) to serve the Pakistani government in the 5G spectrum auction or IMT spectrum release process, with the goal of enhancing the nation’s Next Generation Mobile Broadband Services.
In order to identify gaps and recommend a phase-wise auction of paired spectrum in the 700, 1800, and 2100 MHz bands and unpaired spectrum in the 2300, 2600, and 3500 MHz bands, compare Pakistan’s current cellular/IMT spectrum assignments with regional patterns.
Calculating the per-MHz spectrum prices for the spectrum bands listed in (b) above, both in USD and PKR, and projecting the prices for the next three years using supply-side and demand-side models, in addition to offering creative payment choices such as a flexible or dynamic installment plan. Possibilities for the price per MHz depending on scenarios that take into account rollout requirements, payment arrangements, etc.
Provide suggestions for limiting human exposure to electromagnetic fields and for mitigating health risks, particularly in denser 5G networks, based on international standards.
