According to sources, WhatsApp is working on ways to let people share all types of files such as videos, photos, files, and documents without the Internet.
According to WABetaInfo, Meta-based WhatsApp is finding ways to allow users to share different types of files without any internet and completely offline.

Moreover, the shared files are also expected to be encrypted which is another edge allowing a safer file transfer for users.
Furthermore, numerous leaked screenshots of WhatsApp beta for Android showcase the permissions that the WhatsApp will need for the offline file sharing feature.
The app will try to find phones that have the file sharing feature and are in vicinity as well for the file sharing process to begin.
For android phones, this type of system already exists and older apps such as Zapya and Fileshare allowed this to happen by scanning devices via Bluetooth.
